The ccTLD Managers are reunited in World Wide Alliance of Top Level Domain-names Registries. The roster of ccTLD Registries is maintained by ICANN in IANA ccTLD database http://www.iana.org/cctld.html
Since ICANN inception and until 29 October 2002 the ccTLD Managers were forming a ccTLD Constituency of the DNSO and participating to the DNSO Names Council. The ccTLD Managers are in the process of formation of the cc SO.
Quote: On 18 June 2000 the IANA ccTLD Root-Zone Whois database presentation has been changed and updated. The IANA will, in time, operate a port 43 and web Whois service for the root. Root whois will be coordinated with root zone file generation. For now, the IANA have the web service for the contact information only because of difficulties in keeping the NSI Registrar system current.

The ccTLD withdrew from the NC at the end of Shanghai meeting, 29 Oct 2002. On 15 Dec 2002 the DNSO has been replaced by the GNSO.
